On June 25, a discussion of Raghuram Rajan’s book The Third Pillar: How Markets and the State Neglect Community took place in the Library of the Gaidar Institute and the Moscow School of Social and Economic Sciences (MSSES). The event was attended by Anna Nizhnik, Associate Professor of the Institute of Philology and History of the Russian State University for the Humanities, Candidate of Philological Sciences, MA in Political Science and International Relations; Kirill Chernovol, Researcher of the Best International Practices Analysis Department at the Gaidar Institute; Ilya Inshakov, Candidate of Political Sciences, Associate Professor of the Faculty of Humanities at the Moscow School of Social and Economic Sciences (MSSES); Artem Zemtsov, Candidate of Political Sciences, Lecturer at the Department of Political Sciences of the Moscow School of Social and Economic Sciences (MSSES).

In April and May 2025, books published by Gaidar Institute Press were presented at international book fairs in Kazakhstan and Iran. The events were sponsored by the Russian Book Union with the support of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. In particular, books published by the Gaidar Institute Press could be seen at the international book fair "EURASIAN BOOK FAIR — 2025" in Astana, Kazakhstan (April 23–27) and the Tehran International Book Fair in Iran (May 7–16). Visitors had the opportunity to get acquainted with Russian publishers’ new book releases. After the exhibitions, all the books from Russia’s national stands were donated to the Russian Embassies in Iran and Kazakhstan.

On June 19, the staff of the International Best Practices Analysis Department at the Gaidar Institute was invited to the A. A. Bochvar VNIINM JSC as part of a technical tour. The experts were introduced to a new method of superconductor manufacturing — the magnetron sputtering method. Such technology in the future will allow faster introduction of electric power devices in Russia and in the world.

Researchers of the Gaidar Institute’s International Best Practices Analysis Department prepared the next issue of the Monitoring of Legal Regulation of the Digital Economy №5(17), May 2025 where they talked about new trends in the development of regulation of the digital economy in the world.

On June 25 at 19:00, Gaidar Institute Library and the Moscow Higher School of Social and Economic Sciences (MSSES) will host a discussion of Raghuram Rajan’s book The Third Pillar: How Markets and the State Neglect Community.

The journal “Voprosy Ekonomiki” published an article by Nikita Fokin, researcher of the laboratory of mathematical modeling of economic processes at the Gaidar Institute, “Analysis of hedonic price indices for Moscow’s secondary housing market and the impact of interest rates”, dealing with the analysis of the secondary housing market in Moscow.

The Center for Evidence-Based Expertise (CEBE) of the Gaidar Institute presented the study “Discounts on Marketplaces. Regulatory Scenarios with Economic Justification”, focused on analyzing the impact of discounts provided by marketplaces on sellers, consumers and platforms. The research is based on the data of own quantitative research on multistage quota-based all-Russian sample, analysis of judicial practice, regulator’s and legislator’s reaction to the application of such practices by marketplaces in the international and Russian arena, on the data of public financial statements of leading Russian marketplaces, as well as on the accumulated data set of the Platform Economics team. The authors’ economic and mathematical model was used to estimate the effects.

The development of digital employment platforms (DEPs) can significantly reduce the volume of hidden leased labor in Russia. This is the conclusion reached by experts of the Center for Evidence-Based Expertise at the Gaidar Institute in their study “Shadow Employment: The Role of Digital Platforms in Legalizing the Market”.

Antonina Levashenko, Senior Researcher, Head of International Best Practices Analysis Department at the Gaidar Institute, joined the Council of Russian Union of Industrialists and Entrepreneurs (RUIE) on non-financial reporting, indices and rankings of sustainable development.

Irina Tolmacheva, Head of the Legal Department of the Gaidar Institute, Deputy Director of the Endowment Fund “Fund for the Development of Socio-Economic Sciences and Education”, took part in the strategic session of the Russian Ministry of Science and Higher Education “Endowments in Science and Higher Education”, which was held on May 19, 2025 at the Peter the Great St. Petersburg Polytechnic University. The event was attended by more than three hundred participants, including heads of universities and scientific organizations, representatives of authorities and alumni associations, to discuss and develop tools to support the creation and development of endowment funds in the scientific and educational sector.

On May 22, Gaidar Institute Library and the Moscow School of Social and Economic Sciences (Shaninka) hosted a discussion of Shoshana Zuboff’s book “Supervisory Capitalism or Democracy? Confronting Institutional Orders and the Politics of Knowledge in Our Information Civilization”, where Antonina Levashenko, Head of the Gaidar Institute’s International Best Practices Analysis Department, and Andrei Zubarev, Senior Researcher at the Gaidar Institute’s Digital Finance Research Department, participated.

On May 20, a meeting of the Scientific Council took place at the Gaidar Institute, where the thesis of Tatiana Ivakhnenko, Researcher, Mathematical Modelling of Economic Processes Department, submitted for the PhD degree in economics, was discussed.

On May 19, 2025, Ekaterina Papchenkova, Director of Center for Evidence-Based Expertise at the Gaidar Institute, took part in the 13^th St. Petersburg International Legal Forum (SPILF) in St. Petersburg. The largest platform united representatives of legal, business and law enforcement communities to discuss the law for the benefit of citizens, business, improvement of law enforcement practice, promotion of legislative initiatives with the aim of developing legal culture and regulation of social and economic sphere in modern environment.
