The Gaidar Institute experts assessed results of the Russia-ASEAN summit

Olga Rozanova, Senior Researcher of the International Trade Department at the Gaidar Institute, and Maria Girich, Researcher of the International Best Practices Analysis Department at the Gaidar Institute, commented for News.ru on the outcome of Russia-ASEAN summit held in Kazan.

The summit adopted four key documents: the Kazan Declaration, the Russia-ASEAN Comprehensive Action Plan for 2026–2030, and joint statements on cooperation in culture and energy. Experts note that decisions taken by the forum are aimed at the long-term development of economic ties and creation of practical mechanisms for increasing mutual trade.

According to Olga Rozanova, an important outcome of the meeting was the establishment of a long-term horizon for cooperation between Russia and ASEAN countries.

"The signed Comprehensive Action Plan for 2026–2030 sends business an important signal: the parties are counting on the long-term development of their relations. This is especially important for projects with long payback periods and large investments," the expert noted.

She also focused on the agreements in the energy sector.

"The development of energy storage and distribution infrastructure, coupled with the conclusion of long-term contracts, reduces risks for both suppliers and buyers. This makes investments in logistics and energy projects more attractive," Olga Rozanova emphasized.

Maria Girich believes the development of logistics and e-commerce between Russia and Southeast Asian countries is one of the most promising areas.

"Today, Russian companies face significant restrictions when entering ASEAN markets through local marketplaces. Therefore, developing export infrastructure, creating international fulfillment hubs, and supporting entry of the Russian platforms to the region's markets is of particular importance," explained Maria Girich.

The expert also noted the potential for cooperation in creative industries and the climate agenda.

"Fashion, gastronomy, film, animation, and video games have significant export potential for both Russia and a number of ASEAN countries. Furthermore, the development of joint climate projects and international carbon trading mechanisms could be a promising area," Maria Girich concluded.

According to estimates by the Gaidar Institute experts, the summit confirmed Russia and ASEAN governments’ commitment to developing cooperation based on economic pragmatism, expanding trade ties, and creating more predictable conditions for investment and business.
