In the summer of 2025, Russia adopted Federal Law No. 289-FZ of July 31, 2025, "On certain issues of regulating the platform economy" (hereinafter referred to as the Platform economy law), establishing rules for various marketplace commercial practices:
- content and amendment of contracts (Articles 5, 12 of the Law),
- sanctions (Articles 13, 14 of the Law),
- logistics organization (Articles 18, 19 of the Law),
- discounts (Article 9 of the Law).
To establish the relevance and adequacy of the measures introduced, the Center for Evidence-Based Expertise at the Gaidar Institute conducted a series of qualitative and quantitative field studies among marketplace partners (sellers and pickup point owners; the sample comprised more than 3.000 respondents), studied foreign and Russian regulatory experience and judicial practice, and, based on its own mathematical behavioral model, conducted an independent assessment of the market consequences of the new regulation.
It has to be noted that all regulatory provisions of the Law on the Platform Economy are accompanied by positive effects on the business climate and could bring the economy at least Rb 5 trillion in additional funds over the period on the horizon of 2025–2027.
The research also tested a number of measures discussed during the development of the platform economy law and contained in other initiatives, but ultimately not included in the new regulations (limiting the frequency of digital platform offer changes, prohibiting the imposition of fines until a dispute is resolved, etc.). Some of these measures enjoy even greater market support and could make an additional contribution to the economy. Each additional regulatory decision could generate between Rb778 bn and Rb4.8 trillion in additional funds.
