The 2002 National Diploma Paper competition
There were 70 graduate economists from various regions who took part in the competition.
To conduct the competition a commission had been appointed comprising:

Having considered all the diploma papers submitted to the competition, the commission decided the following:
All the competition winners were awarded diplomas and cash bonuses.

Having considered all the diploma papers submitted to the competition, the commission decided the following:
- To award the First Prize to Alexander Plekhanov of St. Petersburg state university with a paper entitled: "Equiluibrity and efficiency under budget federalism"
- To award one Second prize to Oleg Rychkov, a graduate from Russian Economic School and his paper "Tenders with a varying number of participants and financial limitations".
- To award three Third prizes to:
- Ekaterina Kokovina of Orel state technical university ("Problems and prospects of development of securities market in Russian regions (basing on the data of the Orel regional branch of the State Securities Commission of RF)")
- Makar Maximov of Astrakhan state technical university ("The mortgage mechanism for socially unprotected strata of the ppulation (basing on the Astrakhan oblast data)")
- Sergei Zheleznyakov of Kursk state technical university of economic and management ("A study into the territorial assymmetry of administrative units in Kursk oblast")
