Tatyana Ivakhnenko: “Targeted support for families helps reduce inequality”

Tatyana Ivakhnenko, Researcher at the Mathematical Modeling of Economic Processes Department at the Gaidar Institute, in a commentary for Vedomosti, assessed the impact of support measures for families with children on income inequality and discussed the most effective mechanisms for social payments.

Government support measures for families with children implemented in recent years have helped improve the financial situation of the most vulnerable households and may have had a moderating effect on the growth of income inequality. Tatyana Ivakhnenko discussed this in a commentary for Vedomosti.

According to the expert, the expansion of the universal benefits system and the continuation of other social support measures have helped increase the incomes of low-income households and partially offset the effects of inflation. At the same time, trends in inequality depend not only on social benefits but also on the labor market situation, wage disparities, and regional characteristics.

“Child benefits do indeed help reduce inequality, especially when support is targeted at the households that need it most. The most effective approach appears to be a combination of basic support measures for a broad range of households and additional targeted payments for low-income households. This approach allows us to simultaneously support households with children and make more efficient use of budgetary resources,” remarked Tatyana Ivakhnenko.
