STEPAN ZEMTSOV SPOKE AT THE SEMINAR ON MATHEMATICAL ECONOMICS

On March 10, Stepan Zemtsov, Senior researcher of the Innovation Economics Department of the Gaidar Institute, delivered his presentation “An assessment of regional innovation system efficiency in Russia: the application of data envelope analysis approach (DEA)” held at the RAS Central Economics and Mathematics Institute.
Opportunities and restrictions of DEA (data envelope analysis) methodology for assessment of the effectiveness of regional innovation systems in Russia were discussed in the course of the seminar. Presentation delivered by an expert of the Gaidar Institute proved that the effectiveness of regional innovation systems (RIS) in terms of creating new technologies in Russia has essentially increased over the period under review. However, significant spatial differentiation remains and grows
The most effective RIS were established in the largest agglomerations involving major universities and research centers: Moscow and St. Petersburg, Novosibirsk and Tomsk regions.
Econometric calculations show that the RIS effectiveness was higher in technologically more developed regions possessing a large stock of accumulated knowledge and formed networks between innovative agents.
S. Zemtsov concluded that support of more efficient regions could subsequently lead to a more successful regional innovation policy.
