STEPAN ZEMTSOV: NEW CHALLENGES SHOULD BE TAKEN INTO ACCOUNT IN PLANNING YOUR OWN LIFE

On May 15, 2020, Stepan Zemtsov, Senior Researcher of the Innovation Economy Department, Gaidar Institute delivered a report on “The Accounting of Global Trends in Strategic Planning: Natural, Technological and Social Risks and Adaptation to Them” at the “Reality of 2020 and the Agenda of the Decade” seminar which was held within the framework of the “Strategic Planning in Russia’s Regions and Cities” Annual All-Russian Forum.

Stepan Zemtsov noted: “In the forthcoming decade, natural, technological and social risks may increase in the world. Due to the climate change, dangerous phenomena, such as epidemics, floods, heat waves, congelation melting and other repeat again and again and often at a higher rate, so relevant costs increase, too. With a change in technologies and digitalization which sped up on the back of the coronacrisis, safety risks have increased, the competitive edge of the primary sector decreased and the role of the human capital and free enterprise modified. All these factors may lead to higher vulnerability of the population which is confronted with new forms of employment, economics of ignorance, continuous training, the infodemic and other. The above risks reduce the feasibility of forecasting and complicate enormously the task of strategic planning. These challenges should be taken into account not only in development of strategic documents, but also in planning one’s own life.”

Presentation to the report
