Kirill Chernovol explained what to do if banks do not accept old dollars
RTVI reported that Russian banks have started massively introducing commissions for purchasing old style cash dollars. Kirill Chernovol, researcher, International Best Practice Analysis Department at the Gaidar Institute, advised Russians to check banknotes when exchanging them and file complaints if the exchange conditions were not explained in advance.
«In Russia, one can apply to the Bank of Russia or Rospotrebnadzor if the exchange conditions were not explained in advance. Abroad, it is more difficult to protect one’s rights: it is better to look for banks dealing with old banknotes, change currency in advance in verified places or use accounts in foreign banks," the expert noted.
Furthermore, the client is entitled to examine banknotes before the completion of the transaction. If the cashier hands out old dollars, one can refuse to accept them before signing the documents and finalizing the settlement. However, afterwards the exchange for new banknotes is possible only at discretion of the financial organization, as banks are not obliged to provide the client with banknotes of a particular year of issue.
