According to the expert, this measure alone will not be able to eliminate the nationwide shortage of workers.

"The experiment may indeed partially reduce the labor shortage in these regions in the nearest recruitment cycles. However, the scale of the problem is nationwide: according to a Rosstat survey, as of October 31, 2024, companies were short of about 2.2 million employees (7.6% of jobs) — the maximum for the observation period.

The experiment itself will not solve the problem, but when scaled up to other regions, closely linking recruitment to real vacancies and coordinating with the Federal Project “Professionalism” and other training programs, the initiative has the potential to significantly reduce the shortage of skilled workers. The quality and qualifications of the personnel trained in this way is a separate issue that needs to be addressed," said Kirill Chernovol.
