Ekaterina Papchenkova on mandatory tax reporting by digital platform operators

Ekaterina Papchenkova, Director of the Center for Evidence-Based Expertise at the Gaidar Institute, spoke to Vedomosti about the prospects of introducing mandatory tax reporting for digital platform operators

The expert believes that making platform operators register with tax agency should be introduced into the Tax Code, as it implies the assignment of powers to withhold deductions. This being said, the regulatory provision will strongly depend on the final regulation of platforms in the law «On Platform Economy» and on the definition of key platform features, she believes.
According to Papchenkova, such mandatory tax reporting can only be assigned to transaction platforms that facilitate payments for goods or services.
