Ekaterina Papchenkova comments on the draft law on platform economy

Ekaterina Papchenkova, Director of the Center for Evidence-Based Expertise at the Gaidar Institute, noted in a comment for Vedomosti that it is still hard to tell that the bill respects the balance of interests of offline and online businesses.

On the one hand, the bill introduces rather strict requirements and restrictions for platforms, as well as liability for their violation. However, some of the requirements are worded very abstractly, such as ensuring uninterrupted performance and preventing technical and operational failures, the expert believes. There are no such requirements for offline networks. This may slow down the development of the platform economy and cause a decline in investment activity in this area. On the other hand, there are still insufficient antitrust measures to ensure fair competition both between platforms and between online and offline commerce, the expert believes.
