In September 2025, a lecture “Jurisdictional Aspects of E-Commerce” was recorded at Moscow Digital School. During the event, Diana Golovanova, Researcher at the Economic Policy Foundation's Center for Economic Studies, spoke about the introduction of a 3% tax on online advertising in Russia.

The expert emphasized that even such a small levy could become a barrier to the development of online advertising in Russia, as the costs would be borne by advertising platforms and increase the cost of advertising, whereas in most other countries there is no such levy. At the same time, international practice shows that the attention of states to online advertising is not limited to levies. A number of countries have their own restrictions and requirements: for example, in the Philippines, online advertising must receive prior approval from the local regulator, and in Vietnam, foreign advertisers must cooperate with local advertising agencies to place advertisements aimed at the local audience.
