Anton Beloglazov: Growth in income of the self-employed is linked to an increase in their number and frequency of work, and not to an increase in the cost of services

Anton Beloglazov, Head of Evidence-Based Economics Department at the Gaidar Institute, in a commentary for Vedomosti, explained the reasons for the significant increase in income for PIT taxpayers, which exceeded Rb 3 trillion in 2025.

The expert highlighted the key factors driving this growth. "Firstly, the number of citizens with this status continues to grow, which has expanded the revenue base and, accordingly, the number of taxpayers," noted Anton Beloglazov, adding that, according to the Gaidar Institute's estimates, this factor contributed approximately Rb 741 bn to the fiscal effects of the self-employed.

Another important factor was the increased intensity of activity. "Secondly, the frequency of service provision has increased significantly, i.e. the number of receipts has increased by 65%, from 1.518 mln in 2024 to 2.501 mln in 2025, bringing in additional Rb 713 bn. Furthermore, according to preliminary estimates, the number of receipts per active self-employed individual has also increased by 32%, from 211 to 278," the expert explained. Meanwhile, the average cost of a service, on the contrary, has declined by 18%.

"This suggests that the positive income dynamics are not due to rising prices, but rather to the involvement of a larger number of self-employed and the increased intensity of their activities," concluded Anton Beloglazov.
