STEPAN ZEMTSOV SPOKE AT CONFERENCE ON APPLIED ECONOMIC RESEARCH

Stepan Zemtsov, Senior researcher of the Gaidar Institute, delivered his presentation “Institutions, public support and entrepreneurship in the Russian regions” on September 23rd at the 7th International conference on applied economic research (Icare) in the city of Perm. 
In his presentation, Stepan Zemtsov tackled key factors of entrepreneurship development in the Russian region access to markets, investment risks, access to banking and human capitals.
According to expert, econometric calculations show that public support (tax privileges and subsidies) do not practically influence on development of small business. Small and medium sized enterprises are objectively more vulnerable against external shocks; uncertainty of economic situation and reduction of households’ income have a strong impact on them. 
According to Stepan Zemtsov, leading and lagging regions have developed in Russia in the last 30 years of market economy and this needs to be taken into consideration when defining public policy.
