On March 1, at a meeting on climate change issues, Senior Researcher of the Gaidar Institute's Innovation Economics Department Stepan Zemtsov delivered a presentation titled Hazardous Hydrological Phenomena and Social Vulnerability in Russia.

The presentation addressed the methods applied in the social vulnerability studies on nationwide, regional, and local levels, offered comparative estimates of the potential economic and social losses that can be caused by hazardous hydrological phenomena, and argued that if the cost of human life was to be evaluated correctly, the social losses from hazardous hydrological phenomena may be comparable to the destruction of infrastructure.
