Maria Girich, Researcher of the International Best Practices Analysis Department at the Gaidar Institute, commented for Nezavisimaya Gazeta on the proposal of the RF Accounts Chamber to issue public housing certificates for resettlement from dilapidated dwellings.
According to the expert, the Accounts Chamber's initiative will help resolving the issue of resettlement from dilapidated housing. The main thing is that the housing certificate amount be in line with market reality.
"If the certificate's funds are insufficient and people will be forced to pay significant additional fees, this will reduce the program's accessibility and slow down resettlement. Also, issuance of housing certificates could drive up housing prices," Maria Girich emphasized.
