Maria Girich, researcher at the Gaidar Institute’s International Best Practices Analysis Department told News.ru how the procedure for receiving the one-time payment of Rb1 mn -- awarded to women with the "Mother Heroine" title -- might change.
The procedure currently in effect is established by Government Resolution No. 1438. If the necessary information is available in the Unified Centralized Digital Platform in the Social Sphere, a woman is not required to gather documents or contact government agencies herself. In other cases, it is necessary to submit an application providing passport details and bank account information.
As Maria Girich explained, the proposed changes are currently at the draft stage. If adopted, the payments would be administered by the RF Social Fund, and the process could be considerably expedited.
"The main change is that the one-time bonus will be paid by the Social Fund of Russia. If the account details are already available to the Unified Centralized Digital Platform and the woman has consented to their use via the Gosuslugi portal, a separate application will not be required. In this case, the funds can be transferred within 15 working days of the date the decree conferring the title is published. If those details are missing, the Fund can use the account where it already deposits her pension or other social benefits. Only in the absence of such data the woman needs to submit an application either via Gosuslugi or in person at the Social Fund," explained Maria Girich.
According to Maria Girich, the proposed arrangement consolidates various types of payments into a single system. The Social Fund already disburses the monthly allowance for "Mother Heroine" award recipients and there are now plans to assign it with the function to transfer the one-time payment of Rb1 mn, as well. This will reduce the number of steps required on the part of recipients and expedite the receipt of funds.
