Lyubov Filin, Head of the Evidence-Based Regulatory Practice Department at the Gaidar Institute, appeared on the show "Day. Main" on RBC, where she discussed important aspects of self-employment and gray economy in Russia.
The expert emphasized the need to separate self-employment and shadow employment. The former became “a mechanism that allowed people to get out of shadow employment and in the legal field to receive income and pay taxes on it,” — said Lyubov Filin. At the same time, she drew attention to the issue of pension provision for the self-employed.
Lyubov Filin pointed to the bill on platform employment, adopted in the first reading, as a tool that will allow the self-employed through digital platforms to receive funding for social pensions, but not to reclassify the relationship in labor. Finally, she noted that with the end of the experiment in 2028, it will be necessary to determine which self-employed need social and pension support.
