Lyubov Filin, head of the Evidence-Based Regulation Laboratory, said in a commentary for Nezavisimaya Gazeta that one should not overestimate the readiness of the labor pool for immediate employment.

"Some are temporarily out of work, while others have deliberately left the market — due to childcare, illness, relocation or lack of suitable vacancies. The reasons are also different: low wages, lack of jobs in the regions, lack of necessary qualifications. The state is trying to bring these people back through retraining, subsidies for employers and employment support for certain groups — for example, young people and pre-retirees," the expert said.
