Lyubov Filin, Head of Evidence-Based Regulatory Practice Department, took part in the program “Day. According to 2024, the average annual underemployment reached 4.61 mln, up 6% from 2023 and the highest since 2015.
Lyubov Filin explained during the broadcast why the share of the partially employed has increased despite the shortage of personnel and positive GDP dynamics. The expert considered the impact of growth in platform employment and use of unpaid leave on the statistics of part-time employment.
