Ekaterina Papchenkova: Migrants are not the only way to solve personnel issues

Ekaterina Papchenkova, Director of Center for Event-Based Expertise at the Gaidar Institute, commented for the RBC on the labor force shortages in Russia and in the world due to aging of the population. She believes that solution is not only to attract migrants, but also to involve “previously marginalized households’ groups” in the economy.

"Indeed, shortage of personnel is relevant for the labor market both in Russia and in the world. Regulators in many countries believe that solution of this problem is to involve previously discriminated households’ groups in the labor market. First of all, it concerns women on maternity leave, students, pensioners, and people with disabilities," emphasized Ekaterina Papchenkova.

"The key tools represent flexible platform employment, remote employment and AI tools. This approach allows to draw human resources in the local labor market, solving many related problems, i.e. stimulating the birth rate, inclusion, increasing the level of social satisfaction."
