SERGEI ZHAVORONKOV: THE REPUBLIC STILL FACES PROBLEMS SPECIFIC TO ALL THE REGIONS

Sergei Zhavoronkov, Senior Researcher, the Gaidar Institute shared views with the Kavkazsky Uzel publication on the chances of the candidates to the office of the head of the Republic of Kabardino-Balkaria.
Apart from Kazbek Kokov, acting head of the region, President Vladimir Putin put forward the candidatures of Igor Kladko, Director of the Rusgidro branch and Ilyas Shavayev, Minister of Natural Resources and Ecology of the Republic of Kabardino-Balkaria.

Igor Kladko and Ilyas Shavayev participate in the elections just for the observance of formalities, believes Sergei Zhavoronkov, Expert of the Gaidar Institute for Economic Policy. At the same time, it would be incorrect to say that Kazbek Kokov is a man from President Vladimir Putin’s team, Sergei Zhavoronkov believes. "Not every person who works in the President’s administration is a representative of his team. Kazbek Kokov received such a chance because he is a kinsman of the first head of the republic”, Sergei Zhavoronkov said.

During his term in office as the acting head of the republic, Kazbek Kokov has not made any breakthroughs, nor suffered any major setbacks, Sergei Zhavoronkov states.  "As before, the region is still subsidized.  Corrupt practices and the crime rate are still topical problems in the republic. No significant breakthroughs in the economy during Kazbek Kokov’s period in office were registered. Generally, the republic still faces problems which are specific to all the regions.  In addition, there was an ethnic conflict which had historical roots. At present, I do not see how land and ethnic conflicts between the Balkarians and the Kabardians can be resolved”, Sergei Zhavoronkov added.
