IEP-MIPT-RANEPA-NES educational project

Reforms in Russia are in need of elaboration and development of new economic thinking, in a qualitative breakthrough in the level of economic education. The traditions of the Soviet period when economic studies and discipline have been cut off from the world of science, and the economic theory remained emphasized scholastic still have influence. Therefore, a sharp increase in the quality of training of specialists in economic disciplines is one of the key tasks facing Russia.

During the 1990s, only a small number of educational and research institutions, who are preparing economists at a level considerably higher than the national average appeared. Among them: graduate Institute for the Economy in Transition (since 2010 - Gaidar Institute for Economic Policy, GIEP), the Academy of national Economy under the Government of Russian Federation (since 2010 - the Russian Presidential Academy of National Economy and Public Administration), the New Economic School (NES) and some others. Some progress in training highly qualified personnel for the work in the governmental structures and the leading companies of the country was made by the effort of these scientific and educational centers. However, clearly not enough has been done. The demand for intelligent economists repeatedly exceeds the capacity of Russian higher school.

The fragmentation of the efforts of these centers, the lack of coordination in their work, their lack of resources in addressing these issues at the national level give rise to the need of the development and implementation of the strategy of the educational process, which will able to provide: a High level of theoretical training of students and post-graduate students; Intensive preparation for practical work in various spheres of Russian economy; the Combination of purely economic knowledge with the systematical training of students and post-graduate students in mathematics, natural-science and language; the Acess of students and post-graduate students to the most important achievements of the world economical knowledge; Continuity of the educational process (school; high school; graduate school). It is proposed that the result of the realization of the program will be: the formation of a highly qualified reliable personnel, which is the basis of stable development of the country; education and formation of future elite, which would have liberal ideas of the ways of economic development of the country, contributing to the integration of Russia into the world economy. In 1998 Gaidar Institute launched a non-commercial project on the preparation of a new generation of economists on the basis of the Moscow Institute of Physics and Technology.

MIPT is a unique institute of higher education oriented on mobilizing the intellectual elite from all Russian regions, on training highly qualified specialists with wide scientific outlook. MIPT is famous worldwide. Its graduates work in the leading Russian and world scientific centers. Many students of MIPT showed interest in deep study of economic disciplines and received a support of the University management. In MIPT at the faculty of General and applied physics the Department of System Analysis of the Economy headed by the chief scientist of the IEP, academician of RAS R.M. Entov, was established for the designing of the new system of economic education. Gaidar Institute jointly with the Presidential Academy organized the training of economists selected from overall flow of students-physicists in the framework of further training in a magistracy. IEP is the major department for writing term papers and dissertations. Graduates receive both diploma of the RANEPA and MIPT. Since 1999 IEP has developed a program of a series of lectures on special courses for the students-physicists interested in specialization in the field of application of mathematical methods in Economics. The purpose of the program is to shift cooperation IEP, MIPT and other partner organizations on the fundamentally new level of quality in training highly qualified economic staff.

The main objective of this project is to implement a new approach to obtaining economic education without creating (in the short term) any organization in the form of a separate legal entity. This new approach, first of all, makes it possible to prepare future economists with fundamental theoretical education to practical work. Students' training includes teaching disciplines describing the real functioning of the economy including the transition of the economy and attracting students to scientific work on studying economic processes, and also internships in the ministries, departments and large business organizations. Colloquiums, conferences and symposiums including international ones are going in addition to the common educational practices (lectures and seminars). New forms and methods of training aiming at a higher creative activation of young specialists and developing their skills in independent research and practical work. The Supreme management body of the project is the Board of Trustees, which is formed of the prominent scientific and public figures.
