ALEXANDER DERYUGIN, VLADIMIR NAZAROV: “THE PROGRAM OF NATIONAL PROJECTS HAS BEEN COMPLETED BY ONE THIRD"
Vladimir Nazarov, Deputy Head of the International Research Department of Health Care Economics and Health Care Reform, the Gaidar Institute, and Alexander Deryugin, Researcher, Budget Policy Department, the Gaidar Institute, commented to Izvestia on the level of the national goals’ implementation in HI, 2020.
“The low implementation of national projects in HI, 2020 is to a greater extent associated with the structure of expenditures of strategic goals,” says Alexander Deryugin.
According to Alexander Deryugin, national projects include plenty of capital expenditures with facilities put into service at the end of the year and transfer of money done at that time. Therefore, performance at the level of 30% is not bad for H1, it is normal.
“Capital expenditures largely represent construction, but there were no construction projects implemented during the quarantine and that is why, the deadlines have changed. They will catch up now”, the expert noted.
Vladimir Nazarov believes that the coronavirus pandemic has mainly influenced on the low performance of national projects in January – June 2020. He reminded that implementation has on the contrary accelerated at the start of the year.
Vladimir Nazarov highlighted: “Until March, the government has been actively prepaying many expenditures. The budget was performed at a higher pace compared to last year, and, therefore, the GDP growth rates were not bad in QI. However, later, the pandemic froze all activities”.
According to his forecast, the implementation of national goals will depend in HII on the epidemiological situation in certain regions.
