The conference took place on January 25, 1997, in Moscow. It was attended by government officials, renowned scholars, and practicing economists from both Russia and the Commonwealth of Independent States; including those who initiated economic reforms in their countries and those who are currently continuing them. The organizers viewed the conference’s objective as analyzing the experience accumulated in Russia and other CIS member states over five years of reforms, as well as engaging in a professional discussion of the goals and paths of post-stabilization development. The main debate centered on the relationship between economic growth rates and the level of the state’s burden on the economy, as well as the role of the state during the initial stabilization phase.
