Annotation
In this paper, aspects of the provision of public services are described and, in particular, attempts to introduce paid services to reduce pressures on budgetary resources. Following an introduction describing the context and need for reform, the first part of the paper describes a number of reform initiatives in Russia, including examples of specific initiatives taken, several of which are fr om Perm Oblast and Altai Republic. These examples focus in particular on health and education wh ere law limits the scope for reform. These legal constraints are examined in the second part of the paper.
