Participation in Projects

  • participation, as a member of the IET's team of experts, in the work stipulated in the contract with the Administration of Vologda Oblast in respect to analyzing the draft budget of Vologda Oblast for the year 1998. The results of this study were summarized in the report “An analysis of the draft consolidated budget of Vologda Oblast for the year 1998”
  • participation in the TACIS-Prometee II Project designed to develop a comprehensive plan for developing Kaliningrad Oblast. During the project implementation, there was built a dynamic Markov’s model for determining the investment volume which would make it possible to achieve such an employment structure that, the sector production functions being known, would result in a predetermined GRP structure; also, the IET’s report "Budget and Banking in the Kaliningrad Oblast" was prepared;
  • participation, as a member of the IET’s team of experts, in carrying out the assignment of the RF Government’s Commission for Economic Reform (CER) to estimate the consequences of the enactment of the law “On the financial bases of local self-government in the Russian Federation” and to develop amendments to the said law. Based on the results, the IET’s report “On the concept of developing the relations between the budgets of the RF subjects and municipal formations” and “The methodological recommendations for applying certain articles of the RF Law “On the financial bases of local self-government in the Russian Federation” were prepared;
  • participation, by assignment of the CEP, in developing the concept of interbudgetary relations in the RF. The result of this activity was the report “On the concept of the development of relations between the federal budget and the budgets of RF subjects” ;
  • participation in a study, under a contract with the Administration of the Republic of Altai, with the goal of analyzing the region’s economic situation and developing the ways to overcome crisis; based on the results of which, the IET’s report “An analysis of the budget status of the Republic of Altai and the relations between the Republic of Altai’s budget and the federal budget” was prepared;
  • participation in the work of a four-lateral task force of the RF Government, the Council of the Federation, the State Duma and the RF President’s Administration with the goal of developing the Concept of reforming the interbudgetary relations in the Russian Federation for the year 1999 and the period until 2001, and the draft methodology for distributing the Fund for Financial Supporet to the Regions in the year 1999;
  • participation, as a member of the IET’s  task force, in the study “A comprehensive analysis of the socio-economic and financial aspects of population migration from the Northern regions of Russia” under a contract with the Non-Commercial Fund for Restructuring Enterprises and Developing Stock Institutions. During the project implementation, a model was developed for estimating the economic efficiency of promoting population migration from the Northern regions of Russia;
  • participation in the USAID project “The economic consequences of tax reform (changes in the tax load on economic agents, the macroeconomic aspects, the ratio of regular and inflation tax)” ;
  • participation, as a member of the IET’s task force, in the study “An estimation of the economic efficiency of a pilot project for promoting the migration of those unable to work and unemployed from the Far North region; and the elaboration of the financial aspects of local development plans in the pilot regions”, carried out under contract with the Non-Commercial Fund for Restructuring Enterprises and Developing Financial Institutions;
  • participation in the USAID project “An analysis of the macroeconomic and institutional problems of financial crisis in Russia. The interaction between financial indices and some characteristics of the real sector. The development of a program of measures designed to overcome it and to achieve financial stabilization”;
  • participation in the CEPRA project “The transformation of ownership relations: a comparative analysis of participation in the CEPRA project and the general problems of the emergence of a new system of ownership rights in Russia”;
  • participation in the CEPRA project “The financial relations between the federal center and the Northern regions, and their impact on the “organized” migration from the North;
