Measuring Regional and Local Government Output and Productivity in Russia (press release)
The IET press service informs that a new research paper entitled "Measuring Regional and Local Government Output and Productivity in Russia" by Kam Yu., Masakova I., Tatarinov A., Kolosnitsyn I. was published (M.: IET, 2008. - 122 p.).
This paper analyses advantages and disadvantages of the methods of direct measurement for the evaluation of certain elements of state administration output in the system of national accounts. The authors compare them with the traditional method based on the costs estimate. Methodological issues of organization of statistical monitoring of budget services under the implementation of performance based budgeting.
The reseach and the publication were undertaken in the framework of CEPRA (Consortium for Economic Policy Research and Advice) project funded by the Canadian Agency for International Development (CIDA).
