The Gaidar Forum-2019: An Expert Discussion – “Privatization in Russia: 30 Years On: The Scale and Efficiency of the Public Sector

On January 16, within the framework of the Gaidar Forum – 2019 Alexander Radygin, Head of the Center for Institutional Development, Property and Corporate Governance, the Gaidar Institute and the Institute for Applied Economic Studies, the RANEPA delivered a key report at the expert discussion: “The Scale and Efficiency of the Public Sector”. 

The Report: “Privatization in Russia: 30 Years On. The Surveying of the Public Sector and the Prospects of Denationalization of the Economy”

The participants in the debates were asked to discuss the following issues:

• Sustainable growth of the public sector in 2000–2017: uncertainty of experts’ opinion, surveys, prerequisites and costs of the economic policy.• Are state-owned companies inferior as regards efficiency to their sectorial peers in Russia and abroad?

• Is there any dualism in the state policy: state capitalism de facto and the strategy of denationalization de jure?

• The goals and parameters of the Russian privatization for 30 years: political, social, fiscal and economic aspects. What is next?• Sanctions and privatization: consolidation of state capitalism or a new “window of opportunities” for speeded denationalization? Does it make sense to carry out privatization amid sanctions?
