ILYA SOKOLOV SPOKE AT A SEMINAR IN THE AZERBAIJAN STATE UNIVERSITY OF ECONOMICS
Ilya Sokolov, Leading Researcher of Gaidar Institute, took part at the scientific seminar titled: ”Tax policy in the development of entrepreneurship: international experience and example of Azerbaijan” held in the Azerbaijan State University of Economics (UNEC).
Prior to the event, IEP expert met Professor Adalat Muradov, Rector of UNEC. In the course of the meeting, they discussed prospects of cooperation between scientific centers, such as joint scientific research, implementation of joint projects and organization of conferences. According to results of their meeting, they took a decision to sign a memorandum on cooperation.
UNEC teaching staff, officials representing Ministry of Economy of the Republic of Azerbaijan, state authorities, business representatives and scientists took part in the seminar.
In his presentation, Ilya Sokolov, representing IEP, spoke about international experience in cooperation between state and private sectors of economy.
Prof. Zahid Mammadov, Director of UNEC Science Department, noted that preparation of employees meeting requirements of labor market is one of the most critical tasks for Higher Education Institutions. He underlined that unity of science-education-business acquires a special meaning in the respective trend.
Viacheslav Maltsev, "Carlsberg Azerbaijan" General Director, spoke at the seminar and highlighted trends of activity of the company that he represented. He highly assessed measures taken by the government of Azerbaijan supporting cooperation build up between state and private sectors.
Samira Musaeva, Head of the Main Department of Tax Policy and Strategic Goals of the Ministry of Taxes, spoke about reforms carried out in the country in the field of taxes. She delivered detailed information on incentive measures for the development of micro- and macro-entrepreneurship, state support for SMEs, and their clustering. Samira Musaeva also drew attention to specific areas in tax policy aimed at combating the shadow economy and emphasized that the ongoing reforms serve to reduce the administrative burden.
At the end of the seminar, experts discussed issues of direct participation of scientific organizations in the development of new codes and laws by government bodies, study of international experience in combating violations of entrepreneurs’ rights, application of a preferential tax regime for startups as well as other topics related to SMEs.
