KONSTANTIN KAZENIN: “DEBTS OF DAGESTAN HOUSING AND UTILITIES ENTERPRISES TO “ROSSETI NORTH CAUCASUS” REACHED RUB 4.5 BILLION”

Konstantin Kazenin, Senior researcher at the Gaidar Institute, believes that non-payment of housing and utilities enterprises in Dagestan can be solved only through the transfer of energy facilities to a single owner and enhanced explanatory campaign among households. Thus, he commented to “RIA Dagestan” on the news about growing debt for consumed electricity of housing and utilities enterprises.

“Housing and utilities enterprises are socially significant, therefore, the guaranteeing supplier has no right to impose restrictions on electricity supply due to debts. It turns out to be a vicious circle. Hence, the debt of this group of consumers creates a giant barrier for normal functioning of the republic's energy system. What formula to suggest in this case? The only way out, in my opinion, is to continue educating people and increase their social responsibility.

Everyone should understand that debts are not only losses of the energy company, but also the lack of funds for modernization and maintenance of the power grid operator. Unfortunately, this is not obvious to everyone", commented Konstantin Kazenin.

The total accounts receivable of all categories of electricity consumers in Dagestan, according to operational data as of December 1 of this year, exceeds Rb 13 bn.
